Forget ethically sound. Lets get the most entertainment possible out of it. Lets make a game show (hosted by Jerry Springer) to put them in life risking situations for money.

make all drugs that are currently illegal, legal and free without age restrictions. do the same to alcohol. those people who are too stupid to be procreating will take themselves out of the gene pool. granted there will be a rush on the morgues for a while, but eventually it would dwindle down to the survival of the mentally sane and mentally fit. stupid people would be a thing of the past for a while.

Just go into any church or other place of worship and just round them all up and then take them back to school until they learn the truth. Or Nitrogen suffocation apparently you know you are going to die but you just don't care that's why you should never sit in a unventilated area with liquid nitrogen.

First we should keep them under a steady barrage of education. At the same time we must discredit their leaders and their use of weapons of mass delusion (WMD). We then pursue these purveyors of intellectual destruction and bombard them with unrelenting scathing humor.
