Mostly I want guys to asnwer, but girls feel free too. If you have been dating for abour 2.5 months, and its very clear that he does want you to be and wants the world to know that youre his girlfriend ( cuz he keeps tellin everyone, and introducing u to his whole family etc etc) Say 6 or so weeks into your relationship, he decides to say those 3 words, BUT not verbally- he writes them down AND in a diff language( that you understand of course) AND not in "____I love you" form, but ______ (lets say his name is Brad) "Brad loves you" form. . He then proudly looks at ya and says nothing. two days later that subject was brought up and you tell him - no I think Brad "loves himself" and he goes - "and you too!" and thats the end of it. Now 1.5 months later, he still hasnt said it out loud in ENGLISH! and I dont really know - is that normal..? should I worry about it...

I think you are worried about the wrong things.
You better learn all the things that he does now that you hate. List them. Ask him ONCE if he's will to change those behaviours. If he is not then you need to know if you can live with those habits for the rest of your life.
Forget hearing I love you. Look for actions, look for areas that you are not compatible, and make sure you know every bit of his kinkiness. If he likes to look at nude photos so should you. If he likes talking in bed so should you.
Find out the real stuff.

Maybe he doesn't love you? 2.5 months isn't that long, for one.

Two, there isn't a set definition for "love". Pretty much everyone has a different interpretation. Some (perhaps you) would use love after 2 and a half months, others (perhaps your guy) wouldn't.

Lots of guys only use "love" when they're trying to lock it down. If they're not sure about being in a long relationship, they don't want to lock themselves in by using it.

I think that he needs more time to be comfortable with saying ti out lud.. to love someone after only 2 1/5 months is pretty quick. give him time

That's funny! :) My impression is he's trying not to appear desperate, or rush into things. Give him some more time.
