That depends. You plan on riding just around town, or on the highway? Long distance, local, or both. You like performance, or just looking for pure gas mileage. You want comfort? Does style fit into the equation.

There are so many choices out there its impossible to tell you which bike is best for you without knowing more about what you want.

If you are a beginner, you'll need to learn how to ride first. Start out small and cheap. Maybe a older used honda? Or even a moped or scooter?

Depends on what kind of riding you will be doing. 250cc machines make great commuter vehicles, so long as you are not doing a whole lot of highway cruising. Beginners should go through a ride safety program (your local shop will probably be able to recommend one) and the instructors of those schools can help you with your bike selection.
Keep in mind that, unless you are very hardy, motorcycles are fair-weather vehicles. When it is freezing cold, or raining, or blazing heat, it takes a tough soul to sit on the back of a bike in traffic while Marge and the girls sip lattes and chat on cell phones in the car one lane over.
That said, bikes are very economical. Cheap to buy, cheap to operate, cheap to insure, cheap to park ... they are a great way to go (when the weather is fine). They can be a real test of endurance when the weather is less than fine.

Buy a safe one and inexpensive one. A 600 cc bike is plenty. It gives you plenty of power to get in traffic, but will still get 50 - 60 MPG. Also, if you get one with bags, it's very practical for buying groceries, etc.

Good luck!

Oh, my 25 year old GL500 gets 50 MPG and I love it.

If you commute on the freeway, I say no smaller than a 500cc machine. You'll get at least 50 mpg and have a bike that will get out of the way of trouble.

It depends on how much driving you do, and how far you travel. If you just need to run around town, a Honda, Suzuki, or Kawasaki 250 would be perfect. You'll get excellent mileage, and they are fine of roccasional highway use.
