Should FEMA have restricted what people could spend their aid money on or is ok that some people used that money for things like trips to Hawaii instead of housing?

Yes, FEMA should have restricted spending to necessities only. FEMA should have also put a little more effort into checking out the claims of each person. However, more importantly, PEOPLE need to behave a little more decently and act like humans instead of animals.

And to those who say FEMA can't control where the money goes... yes they can. It is FEDERAL TAX MONEY, not an "entitlement". There can/should be strings attached to that money. For example, you can only buy necessities (food, clothes, shelter and things for that shelter, and transit); you must have a job within six months of accepting the money or it will be treated as a loan with repayment expected; you must be living on your own within six months, not in government housing or motels or it will be treated as a loan with repayment expected; etc. You get the idea.

Oh, you can't control what they spend it on! You try and control everything a welfare person (Their really isn't any welfare any longer) spends their money on.

These are credit cards from FEMA. Wouldn't you think a travel agency might say, "wait a minute, these are FEMA credit cards to help victims of Katrina, not to take allinclusive vacations to the Dominican Republic.

What about the double and triple billings for housing in the tens of thousands. You telling me they didn't know they were double bulling?

If FEMA took the time to validate every claim and track every dollar, the would be an even greater public outcry. With over $100B paid out on Katrina for there to be less than 2% fraud is remarkable.

And now, after the fact, those that defrauded the government to get money or used the money indiscrimately for inappropriate purposes are being tracked down and prosecuted.

FEMA should probably have gone through the aid requests forms a little more carefully but.... if they would've done that they would've probably come under even more attack for taking so long.

If you think about the way america works these days, the gov't is always in a no-win situation. People want to be protected, but yet they raise a hissy fit when you tap their phone lines. People don't wan't to pay taxes but yet we always hear about how education is underfunded. The list goes on and on.

If they are out of a house and choose to use extra money on such trivial things, it is their own fault. They will not be given extra money and will make their own way again in this world.
