the first thing is to check if your heater is actually working, does it heat the pool at all, if the heater is working the next thing is do you have a cover for your pool? radiation of heat, wind cooling and air conduction and also the heat lost through evaporation may be enough to exceed your heaters capacity. most covers are like a floating plastic blanket, like that bubble wrap stuff for parcel shipping, but bigger and tougher. The evaporation cooling is most noticeable in very dry place like Aridzona or Newd Mexico. Even on the hottest sunniest days a swimming pool can be chilled to the 40 or 50 degree range by water evaporation, especially if there is any breeze even slight over the water. A heater also takes a long time to heat a pool.because there is a lot of water to heat but you should be able to sense warmer water from the heater outflow if it is working. check that your screens and filters are not plugged

Is it a heat pump or a resistance heater? If it's a heat pump, it should make a noise like a banjaxed fridge. Heating is far more effective when the air is warm, because the heat pump steals heat out of the air (making it more efficient than resistance heaters). Running it when the air is cold is pointless. In any case, pool heaters take an awful long time because the thermal inertia of a swimming pool full of water is vast.

keep it on for a longer time ads it could take a long time as the water in the pool is lots and even the wind is blowing so it take alot of time to heat the water.
