While the main draw of Tijuana is the fact that the drinking age there is 18 as opposed to 21 in the US and there are quite a few bars and clubs that cater to the 18-21 crowd of Americans, there are also a few other neat things to do in Tijuana. There are opportunities for shopping as well as the cultural center. They also have an IMAX theater that shows regular movies, something that San Diego doesn't have. Like someone else mentioned, there's the beach communities of Rosarito and Ensenada that also might be more fun than just Tijuana.
San Diego also has lots of fun things to do:
Check out some cool outdoor places - there are many different beaches in San Diego, each with their own best features. Some are good for surfing, others are good for sunbathing and people watching. Others are good for walks or snorkeling or taking the family.
Other daytime fun might include visiting the San Diego Zoo, located in Balboa Park. Balboa Park also houses several nice museums and gardens. You can also take in the view from Cabrillo National Monument in Point Loma or the Presidio hill just above Old Town State Park or the ocean view at Torrey Pines State Reserve. For unique shopping experiences, check out downtown La Jolla, or Seaport Village (on San Diego Bay) or for serious shopping, go to Horton Plaza (downtown) or outlet shopping in Carlsbad, Viejas, or San Ysidro. There are also many resorts for tennis and golf. For the kids, you can go to Legoland in Carlsbad, or Sea World. There's also plenty of opportunities for sailing, day hikes, surf kayakking, mountain biking and rock climbing.
At night, there are lots of great restaurants and clubs in the Gaslamp Quarter (downtown), and some more nice restaurants in Little Italy (downtown). Pacific Beach's bars are popular with college students for drinking, and Hillcrest has a trendy nightlife, and is the center of the region's gay and lesbian community. Ocean Beach has a more laid back nightlife. Old Town has some nice tourist-oriented Mexican places with good food and big margaritas. There's lots of movie theaters around town, and also some decent performing arts venues - for concerts, and plays.

Tijuana is a major business entity on the west coast. Tourism is a major factor but the border crossings at San Ysidro and Otay Mesa are major arteries for the movement of goods to the rest of North America. If underage drinking and clubbing is your goal, Tijuana is a good choice.

If you want to get drunk and pick up male whores, maybe. Otherwise, I don't see why people make a big deal out of Tijuana. In the last decade, the business and industrial sector has grown considerably. I don't picture the city as fun.
Rosarito (a few miles to the South) is way better.

According to Krusty the Clown on The Simpsons, Tijuana is the happiest place on Earth. Forget Disneyland and go to Tijuana!
