The water will never reach the ladder since the ladder moves up with the boat. Now I return you to our regularly scheduled bickering.

Depends on the total rise of the water as well as how securely the boat is moored. It is possible if the boat is moored to tightly that the rise of the boat will be restrained by the mooring. In an extreme case this can cause the boat to take on water and actually sink while moored.
