A boat that old will take a LOT of buffing and polishing and if the gelcoat is bad enough, you will never get a good shine. My neighbor in my marina had a badly oxidized hull and heard of using one of the clear floor polishes to restore the shine. He used mop-n-glo with a UV inhibitor and the results were fantastic. That was 2 yrs ago and he will be doing it again this year when he hauls out. He says that Future floor polish works as well. I am skeptical of this application but there are boat products available that are basically the same product with the UV inhibitors already added. You can also try Island Girl products ... Expensive and time consuming but can give good results.

Depending on how much labor you want to put into it, you can get a can of automobile polishing compound, and go over the whole hull before re-waxing. This will work best on smooth surfaces, so on the top deck, if it's got a non-skid surface, don't use it there. Instead, repaint it with a good deck paint that you can get from any marine supply house. You'll have to scrub it with a deglazer first, but you'll get a better finish. Pick a day, early in the morning so that there's no chance of rain, or dew condensing on it for the whole day, so that it has a chance to set.

start by buffing out the entire boat with a light buffing compound (a lot of work). then wax it.
fiberglass has a clear resin coating to which the color is applied, then the layers of fiberglass fabric (built from the outside in). the resin coating can dull and become cloudy with age. a light buffing will remove this. be careful to not go through to the paint.
it should come back. then keep it covered when not in use.

I make my fiberglass shine by using car wax.
Don't know if you can paint fiberglass.
Try asking at a marine/boat shop.

YOU CAN TRY BUFFING IT OUT BUT YOUR BEST BET IS TO PAINT IT. HOW 1 YOU NEED TO SAND IT DOWN ( DO NOT APPLY TO MUCH PRESSURE IN SANDING IT IT IS FIBERGLASS AND TO MUCH PRESSURE WILL GROVE THE GLASS. ) THEN ONCE YOU GET IT SANDED WIPE IT OFF WITH A TAC RAG ( STICKY RAG TO COLLECT THE DUST) THEN PRIME IT ONCE PRIMED SAND AGAIN WITH A REAL LIGHT WET/DRY SAND PAPER BY HAND. ONCE THAT IS DONE WIPE IT DOWN AGAIN. THEN SPRAY PAINT IT. THE PAINT IS WHAT MAKES THE SHINE. IT WILL TAKE ATLEAST 3 COATS DEPENDING ON THE TYPE OF PAINT. ( I RECOMMEND BASE COAT CLEAR COAT) HAVE FUN AND TAKE YOUR TIME IT SHOULD LOOK GOOD WHEN YOU ARE DONE
