my brother car battery was dead, when we went to jump it it had something on the top of it a red liquid of some sort it wasnt alot what was it and is it bad?

It may be battery acid. In time, (very quickly) it will be bad! Get a new battery as soon as possible and be sure to clean up the old acid! It will be very corrosive over time if you don't and could damage battery cables and such.

If it was a red sticky substance that looked like it could probably have been sprayed on, then it's just an anti-corrosive that was put on to prevent the terminals from corroding. They do this so you don't get corrosion between your terminals and the battery wires which would lead to a bad connection and a dead battery.

Battery acid. It probably means the battery exploded at some point. You probably shouldn't try to jump that particular battery anymore.
