Yes!

If you use a wireless router, you can enable WEP (Wired Equivalent Privacy) or a similar security protocol to prevent others from hijacking your connection. I suggest searching the web for WEP and instructions on how to set it up using your router. (e.g. search for "netgear WEP" or similar)

I hope this helps!

You can do this several ways...

-Secure it with a key that only you know
-Secure it by MAC address so only specific network adapters can connect to it.

This process is different depending on what brand/model wireless router you have. Look at the manufacturers website for more info.

Yes, enable all the security settings and hope he is not knowledgable else he could still get in, though he'd need a knowledge of Linux, some free software tools and knowledge of wireless network protocols, authentication, authorisation, frames etc etc.

You should be able to. If you get into your router, most of the manuals show you how to do it. Set the security and an administrator password. You'll lock them out of using the wireless.

Yes you can threaten or even take legal action against them.

Since they are using your wireless internet connection without your permission this may be classed as theft or an invasion of privacy.

If you wouldn't mind, contact me (click on my name to see how) and we can discuss this matter.

Your wireless router should allow WPA/WEP security. This would allow you to have to specify a password to connect to your network.

It might also support restricting logons via MAC address.

Consult your router's documentation.

are you stupid. change the SSID, (when new normally your brand, ie for a dlink dslg604t the ssid is G604T_Wireless)

you just change it to something else, and enable wireless security. enable WEP, and use a passcode, not your house phone number though, as a friend did that and i got in straight away, try WPA if possible)
