On the first day the Senate was in session for legislative activity, Senator Kerry introduced a bill to provide health insurance for the 11 million children in America who currently have none. It's the critical first step to ensure that all kids have access to quality health care and the opportunity to succeed in life.
Tomorrow John Kerry will offer an amendment to the Immigration Reform Bill to add 1,000 additional Border Patrol agents -- bringing the total up to 3,000 new agents this year – plus add an additional 100 helicopters and 250 power boats to secure America’s borders.
“We know we need a comprehensive answer to immigration that includes tightening border security, but putting another burden on the backs of men and women who are serving their second tours of duty in Iraq and Afghanistan isn’t the right answer,” said John Kerry. “The right answer is to listen to the 9/11 Commission and put the border patrol agents we need right there on the border.”
John Kerry’s Rapid Response Amendment would allow the Secretary of Homeland Security to deploy up to 1,000 additional border patrol agents if the governor of a border state declares an international border security emergency and requests additional agents. In addition to the at least 100 additional helicopters and 250 power boats, as well as training for their use, it requires one police-type vehicle per every three border patrol agents and requires that each vehicle have a portable computer. It also requires that all agents have a two-way, clear and encrypted radio, a GPS device, night vision equipment when applicable, high quality body armor, reliable and effective weapons, and uniforms appropriate for climate conditions.
Kerry’s amendment is similar to legislation offered in the House by Congressman Silvestre Reyes (D-Texas), who is a former Border Patrol agent, and Congresswoman Sheila Jackson Lee (D-Texas), Ranking Member on the Subcommittee on Immigration, Border Security, and Claims
WASHINGTON, DC – Today, Senator John Kerry (D-Mass.) and Senator Ken Salazar (D-Colo.) introduced ethics reform legislation that takes direct aim at the culture of corruption in Washington by denying taxpayer-funded pension benefits to Members of Congress who break the public trust and are convicted of crimes such as bribery, conspiracy, or other serious ethics offenses.
Kerry said, “It is disgusting that hardworking taxpayers are funding the retirement of convicted criminals like Duke Cunningham. No wonder people look at Washington and know this city is broken. The American people are forced to send pension checks to criminals.”
The Congressional Pension Accountability Act – or “The Duke Cunningham Act” – was authored by Kerry and is co-sponsored by Senator Ken Salazar.
Under current law, only a conviction for a crime against the United States, such as treason or espionage, causes U.S. Representatives and Senators to lose their Congressional pensions. Members of Congress convicted of white collar crimes still receive these federal retirement benefits. The Kerry legislation will change existing law to insure that the Congress no longer rewards unethical behavior at the expense of American taxpayers.

Kerry made the announcement today at the premier of the groundbreaking new documentary on Post Traumatic Stress Disorder, “Hidden Wounds,” by New England Cable News. Kerry was joined at the premier today by former Senator and decorated veteran Max Cleland, military veterans, the commanders of the Massachusetts and New Hampshire National Guard, and survivors.
Proposal: Add $100 million in the FY06 Emergency Supplemental Appropriations Act to Vet Centers for expanded PTSD Screening and Treatment Programs
What: The National Guard in New England has pioneered innovative solutions to deal with the stress and strains experienced by all soldiers returning from active-duty in combat zones. Under an initiative developed first by the New Hampshire National Guard, and since adopted in Massachusetts, and under consideration elsewhere, service members are required to undergo an in-state counseling and readjustment program, part of which includes one-on-one counseling with a counselor from a Vet Center.
Why: Not all the wounds of war are physical. In July of 2004, the New England Journal of Medicine reported that one-in-six combat veterans in Iraq and Afghanistan showed symptoms of major depression, anxiety, or post-traumatic stress disorder. A more recent study in the Journal of the American Medical Association found that 19.1% of returning veterans from Iraq, and 11.3 percent of veterans retuning from Afghanistan, reported mental health problems. We know from historic experience that soldiers will return from war having to navigate a range of emotional issues, regardless of whether or not they are diagnosed with PTSD.
In FY2004, Vet Centers served 125,859 veterans in more than 1 million visits. Even without the war in Iraq, Vet Centers were already overloaded with cases. Last year alone, Vet Centers expected to provide services to nearly 14,000 veterans of Iraq and Afghanistan in almost 44,000 office visits—more than 3,800 of these veterans were PTSD clients.
In testimony last year, VA officials noted that, except for cost of living increments, Vet Center budgets have not increased in the last ten years.
WASHINGTON - The Senate adopted several amendments offered by Senator John Kerry (D-Mass.) to the Defense Authorization Bill, which passed Tuesday. In addition to Kerry legislation that will strengthen small businesses and protect our troops and military families, the Senate also approved a measure offered by Kerry that demands the Director of National Intelligence to report on the alleged CIA clandestine detention facilities.
A summary of Kerry’s adopted amendments to the DoD Authorization bill is below:
Kerry amendment adds $10 million to accelerate R&D of military technology Increased funding of “Project Sheriff” will help keep troops safe on the ground
Kerry’s amendment will secure an additional $10 million in funding for “Project Sheriff ,” an innovative program aimed at adapting new technology for our troops in Iraq. These technologies will work to meet the current needs of warfighters in Iraq and enhance survivability and lethality, and give soldiers and Marines the ability to select an appropriate level of force against threats. Lessons learned from recent combat operations identify scenarios where combatants and non-combatants frequently intermix. “Project Sheriff” is an initiative of the Pentagon's Office of Force Transformation. The House of Representatives included an additional $10 million for Project Sheriff in its DOD authorization bill. Without the Kerry amendment, the Senate legislation would not have funded this important program.
“It is our responsibility to give our troops on the ground the very best technology, equipment and tools possible to keep them safe,” Kerry said. “Our forces must be prepared to fight in urban environments where our enemies can hide among building and civilians. Lethal attacks can come with no warning from an alley, a high rooftop, a darkened window or even a crowded street corner. New technology can help our troops protect themselves and civilians, and it is time we make this new technology a reality.”
Kerry amendment protects housing benefits for military families after death of loved-one Doubles length of time families can stay in military housing
Kerry’s amendment will allow surviving widows and children to reside in military housing -- either on base housing or with their housing allowance -- for a full year after death of loved one on active duty. This is a key component of Kerry's Military Family Bill of Rights.
Until Kerry's efforts began to extend the time survivors can stay in military housing, families could only remain for six months after the loss of a service member -- often meaning children would start a school year in one state and finish it in another. The Senate passed a similar Kerry amendment earlier this spring, but that provision would have expired at the end of this year because it was attached to an emergency spending measure. Kerry’s effort this week will make permanent this one-year protection for military families permanent.
The Military Officers Association of America (MOAA) and National Military Family Association (NMFA) have endorsed Kerry’s effort.

Steals an election with the help of Florida's "irregular" voting practices which have yet to be fixed, with the help of his brother(who also pulled 4 Million from the S& L scandal) and a Supreme court who has 7 of 9 justices who are republican!. Gives the rich tax cuts and says "I represent the have and the have-mores"!

They cut Veteran assistance, tried to take away combat pay, have cut every federal assistance program in existance, passing it along to the states to fund, run up $8,500,000,000,000.00 in debt, that we have to pay, gave 2 tax cuts to the wealthy and those earning less than 40,000 got enough to bring their family to McDonalds once every 2 weeks! Brought body bags home by the thousands, 58 were women! Want more?
