You ask them why its justified and where the money will come from to cover it. When a good worker asks for a $1 raise after a year of good work and the VP makes A MILLION a year its hard not to pay it.

When you're worth the raise, you'll get the raise. Stop asking or you can look for another employer. Maybe they will pay you more.
