empty tissue paper rolls decorated with scraps of rag or colored paper can be made into puppets. Cleaned styrofoam meat and food trays can be decorated into picture frames, glued into toy doll houses and buildings. Old magazines can make great sources for creating holiday and greeting cards. Same magazine pictures can be cut up into collages and all sorts of decorations. You can make your own glue by mixing flour and water

You could make bows out of the streamer and hold them together in the center with diaper pins. Ya know the big bulky ones with the plastic coating on the clip part? then hang them around the edge of the table.
Use a baby bathtub (new of course) as a punch bowl. Make clear punch and put a rubber ducky in it.
Using two wintergreen lifesavers and jelly beans make mini pacifiers using vanilla frosting to hold it all together. Then use as decorations.
Use baby bottles as vases for flowers.
Fill pink baby bottles with water and tie balloons or "its a girl" mylar balloons to them.
Tie pink ribbons around baby care items and use them as balloon weights or just to decorate.
Using Scott paper towels, fold towel to form diaper then dip in wax. Shape while wax is still warm. Then use to hold candies or treats. Or just use as a decoration.
If you have access to a small tabletop artificial xmas tree, use it like money trees I've seen at grad parties. Place small baby items on it and use as a centerpiece.

balloons and streamers always work. flowers and ribbons. they sell ready to hang decorations at the party store with matching plates and cups. a nice centerpiece in the table is good. keep it simple too much is a distraction.

Is there a theme? We did a jungle theme and put out jungle stuffed animals and hung green streamers for vines. It was pretty easy.
