Lots of good answers here! But maybe way too much opinion & not enough fact. You could say the very best was Gus Dorais, if you knew who he was. Gus played for Notre Dame & partnered with End Knute Rockne to introduce the forward pass in a game against Army. Army was stunned by the underdog 35 to 13. Without Gus, there would be none of the others.
On the other hand, in later days it was probably Kenny Stabler as the most intellegent QB of all time. But, the only QB to have officially been crowned as the Greatest to ever have played the game is Johnny Unitas. Most of Unitas' records stand today including: "Most consecutive games, touchdowns 47". Unitas set more records than any player before or since. Montana, Elway, A. Manning, P. Manning, Starr, etc. etc. were all great contibutors in their own right. But statistically, none surpassed Johnny Unitas.

The idea that Montana would be superbowless in Denver is a crock. He led a mediocre Chiefs team to the AFC championship in the twilight of his career. When Elway finally won his titles, the running game was the focal point of the offense. His regular season stats are already hall-of-fame quality, but Montana elevated his game when it counted the most....12 TDs, 0 Ints in 4 super bowls, and more importantly 4 titles.
Unitas was the starting All-NFL 75 year team QB

i will say this, john elway is the best quarterback to ever play the game. 1st of all, if john elway had the same talent on his teams that joe montana had on his teams, john elway would have won 10 superbowls or more. john elway had the size, brains and talent which makes for a perfect quarterback.

Hands down Dan Marino. He never won the big one, but niether did John Elway until he had Terrell Davis. Give Marino a Roger Craig, Terrell Davis, or Emmitt Smith and he get's at least 2 Superbowls.

Statistically it's obviously Dan Marino... Based on everything else, it's a toss-up between Elway and Montana, although it's hard to overlook Bart Starr or Johnny U. (even though they'd probably be terrible in today's game)...

Montana - 30%
Elway - 15%
Favre - 15%
Marino - 9%
It's amazing, though, that Bart Starr only got 1% of the votes. I guess old timers like me who saw him play don't take many internet polls these days!
Starr belongs in the top 3 or 4 IMHO.

I think it is Dan Marino. Though he never won a Super Bowl, he is way ahead on stats of any other QB. Brett Favre is second to him and it would take 3 good seasons just to catch up to Marino.
