There's a fine line between nice and too nice. I, personally, DO find it hard to cross that line. That's just my opinion though, some people just don't know when to stop.
Most people don't mean to cross that line, they're just tryingto be a nice, or decent person. When I think that others are trying or just simply are being NICER than nice... that's when most people tend to get a little frusterated. They tend to take it as annoying, other than nice or other then just a helping hand.
Sometimes, I even find it as an insult. I sometimes take it as them thinking that I can't do anything by myself, and they're trying to do everything for me so I don't screw up, when most of the time that's not the case.
Some people don't go close enough to the line of being nice, others are right on it, and again to where others go above and beyond that line, not in a good way. Different people draw the line of being nice and too nice in different places. And different people respond to it differently too. It all depends on the person, on both sides.

A good test for you is what kind of help are you always giving out. Just saying you understand what they are going through and handing over money or anything else they "need" is a good sign of being stepped on. If you can also give good but hard advice and also refuse to treat the symptom (with money or favors) but treat the issue (help correct a perspective or attitude). Then you truly have that person's best interest at heart and if they keep coming back then you know they really need your help. Sometimes, being nice is throwing a cold bucket of water on someone who desperately needs to wake up.
