Boudreax's Buttpaste is the beast - it's a favorite down here in the gulf coast.
Actually, any thick ointment will work. It provides a barrier to protect the skin and allow healing. Bourdreax's, Desitin or A&D ointment are good. I would avoid cornstarch, however - it will dry out the skin and cause more irritation.
There may be a chance that it's actually a yeast infection - Candida dermatitis. It's very common in babies, and it's the same yeast that causes thrush in babies and yeast infections in women. If you are using the ointments and it doesn't improve, I would take her to the pediatrician to be evaluated

Calmoseptine...best diaper rash on the market. Like many others out there, it's in a zinc oxide base, but this also has calamine and menthol in it. When my boys' get diaper rash (the painful kind where they scream and scream while I'm cleaning them off) they're INSTANTLY quiet when I put the Calmoseptine on them. I think it must be soothing to them. It also cures them almost over night. You can find it at your local pharmacy or grocery store...they don't keep it on the shelves though. Even though it's not prescription, they keep it behind the counter. A large tube of it is about $5.50 in my area (Georgia) but it's extremely thick and just takes a small amount. It's nice because it doesn't rub off between diaper changes.
If they don't have that, ask for Triple Paste. That's a close second.

the only quick fix that has worked for my daughter is:
don't use a baby wipe to wipe her. the baby wipes irritate it even more. get a wet washcloth and but a tad of soap on it. not a lot. squeeze most of the water out. and wipe your baby's diaper area. if it's a BM then wipe clean with wet paper towels first.
then put a thick layer of balmex (or any kind of butt paste) on the affected area. *but, balmex works great for me.
it should start getting better with every diaper change. and should totally disappear by the second or third day, depending on how bad it is.
as soon as i see redness, i do that. and it's gone within the next diaper change or by the end of the day. and if you don't give your baby a bath everyday, at least wash her privates everyday, that should also reduce the chances of having a diaper rash.

Let her air out a little between diaper changes.
Desitin or A&D ointment are good ones to start with.
Some rashes are caused by a yeast, so if there is no improvement in a few days, call the doctor.

Put about 1/4-1/2 cup baking soda in baby's bath. Make sure to soak the tushy for at least 5 or 10 minutes. Pat dry. Use Balmex if needed. If rash is horrible, call your doctor and ask for Lotrisone. But try baking soda first.

Air helps really well so if you have a young child get some doggy mats (you know the ones house dogs use the restroom on) and lay her naked on it for a while and if she pies it won't get every where. I also used Vaseline mostly but diaper rash cream works too!

Lotrimin...the stuff for athlete's foot. Seriously! My daughter, when she started teething, had the diarrhea for 11 days straight. This was the only stuff that worked on her little sore butt!
Also, stay away from baby wipes right now as it's going to make the rash worse. If you need to wipe, either wet a soft paper towel, like Viva, or use a washcloth.

You can try Balmex and also let the baby air out by taking the diaper off as much as possible. BUT just remember to put something up under him/her while he/she is airing out or you just might get a surprise. Good Luck! And if all else fails you can always go the the doctor and see what he/she recommends.

I use Palmers Cocoa Butter diaper rash cream. It really works for my daughter and it keeps the rash away
