You offer a reward to the extent that it will be effective in getting people to help.
There are very few people who would not turn Bin Laden in for 25 million, but would for a billion, thus it is not necessary to up the reward, though I am sure everyone would gladly pay 1 billion for Bin Laden's head.
To do something yourself (Iraq), you would pay whatever you value the object at. If the government is willing to pay 1 trillion for Hussein, they would, even though it wouldn't help to keep adding to the reward.
