you will have to exhange them into local currency so i would say no. i have always found it best to use a card- ok you get charged but not more than you would changing money. and you know you can get local currency from any local cash machine. enjoy riga....my boyf went earlier this year. apparently is pretty but not got so many touristy things....

In places yes.
However unless you want to blow all your money in fancy restaurants and hotels then get it exchanged into Lats. It'll be much easier on you. Most ATMs'll accept VISA cards and you can select English on the menu screen. The exchange rate might not be that good, but it's probably the most convenient way to go.

I would say no
you will have to exchange dollars to local currency at the bank or airport ( there is a lot of places that exchange currency in Europe)
