I notice that some of the states of the USA border on some of the lines of latitude on the planet Earth. Was this intentional, or was it just a coincidence?

quite intentional.
usually, a river or an ocean would be the seperation between two "countries" or "states" but in a country with a bunch of states such as the US, there is not always a river where there should be a boundary.
So they used longitute and latitude to establish those boundaries.

They are intentional. Borders are sometimes drawn using latitude and longitude lines if there aren't natural borders.
