Fill the bathtub up.. Then let it drain.
Now watch the toilet.. What does it do?
Does it go down just a wee bit? Like water leaving the bowl? If so, then you have a clogged vent...
If you flush your toilet and the water in the drains for the tub and sink and downstairs sink goes down... a wee bit, then you have a clogged vent.
If it just backs up, then you may have a busted sewer line...
What I would do is fill EVERYTHING...AND LET IT ALL GO AT ONCE! then you will know if its either a clogged vent, or busted sewer line, or plugged up lateral to the street.
If you can, have some one at the manhole, where your line dumps into it, and see if the water is coming out fast...or, if it "chugs" slow and in spurts...this way, you will know if its a clogged vent or busted line.
If you have a clogged vent, what I always tell people to do, and its always worked, is get your self some pvc pipe...3/4 inch... one section for each story house, plus one for the basement and one for the roof... 2 story house, then you get 4 sections. get the male and female connectors to connect them together. tie a rope to the very end piece, (what you stick in there first), so you dont drop it and lose it. Then lower the first piece down from the roof vent, and when it gets in, screw in the next section...keep screwing them on until you "hit" something. If its a "thump", (You can hear it in the pipe), then you have hit the bottom of the pipe. If you hit a squeesh, or something that doesnt feel solid, then you could have hit the blockage.
BUT, BEFORE YOU TRY ANYTHING, MAKE SURE THAT THE VENT IS NOT CLOGGED UP TOP, WITH A BALL OR BIRDS NEST!!
(Dont want you to spend money needlessly).

Could be clogged.
Could be a problem with the soil stack(vent pipe).
Could be not enough water in the tank reservoir. Ever tried flushing a toilet before the reservoir is full again. The bowl fills to a point and then it slowly drains.
Flapper valve closing to early.
Plunge it. See what happens.
If you can, check the vent pipe. Some times a critter can get in there or other debris.
Check the reservoir for proper fill level. Flush and watch how long the flapper valve stays open. Reservoir should almost completely drain.

Most toilets are usually checked at the factory before they are shipped. However, sometimes something falls into the hole and gets stuck. It could have happened while the plumber was installing the unit. Take a plunger and do a few pumps to see if it loosens the object. If nothing is there, then you have a crappy toilet. (Pun unintended)

All toilets in America are "low flow" (ever since about 8 or 9 years ago), which don't work very well. If you hold the lever down for 5 seconds does it work a bit better?

Sounds like your toilet is slightly clogged. Drain snakes work well to clear the pipes out.

Sorry to tell you this, but you have a sewer line problem. You need to call a plumber to open that up as it is plugging somewhere.
