Are you talking about websites?

The top programs in the industry for designing websites are
Macromedia Dreamweaver (well.. Adobe Dreamweaver now)
- For designing websites and web applications

Adobe Photoshop CS (though JASC Paintshop Pro will work)
- For designing and manipulating all graphics

Macromedial Flash (ok... Adobe Flash)
- For desiging and creating interactive flash media

You also need to learn a few languages also
HTML
ASP
ASP.NET

Those basics will allow you to create a good website. Granted, you need to have some visual skills to go along with your knowledge so that your website is visually appealing also

if u wnt 2 create ur own site thn jst learn c programmimg html coding n vb.net and databse.
1 c prog helps 2 write the code.
2 vb.net wll help u 2 design
3. html part ll help 2 write the codings
4 databse ll help u in the database connectivity.

Firstly you would need to know basic HTML if you are planning to write your own web pages. It could be much simpler if you use one of the WYSIWUG editors like Microsoft Frontpage to build your pages.

Then you would need a server to dump your HTML pages onto it. Try geocities, it would give you ample space to get started with.
