The United States is running a huge balance of payments deficit by spending more overseas than it exports, which I take it includes its expenditure in Iraq. Also, all Governments borrow and presumably Bush is mortgaging the United States' future.
As an Englishman I am all too conscious that the United Kingdom's power in the world was ruined by its debt funded expenditure on the First and Second World Wars. The Cambridge historian Correlli Barnett wrote a series of books (e.g. "Audit of War") to point out that in the end there is no point in exercising miltary power at the expense of capital investment.

The taxpayer, of course. However, I would be somewhat sceptical about the alleged costs. How are they calculated?
Remembering, That the armed forces have to be paid, fed and sheltered, whether they are at war or not. Moreover, all the administrative costs have to be met whether they are at war or not. Also, during peacetime, the armed forces go out on manoeuvres using up ammunition and equipment etc.
The costings, therefore, should only include variable costs ie. the additional costs of going to war, not the full cost. Those wishing to emphasise how expensive the war is for political purposes, will be tempted to use the full cost rather than the additional cost method of calculation.

The money to pay the cost of the war in Iraq comes from the Federal Budget. The money to fund the Federal Budget comes from the taxes that you pay.

Since the U.S. is running a huge deficit, that means that the Iraq war is being financed by a big loan from taxpayers (you and me) to the government. The war has not really been paid for yet. You and I and our children will be paying for it.

The military budget that Congress approves every year. Would you like our soldiers to fight with fewer bullets or less equipment? Maybe wear their boots till they have holes? Wars cost money but stimulant the economy.
