When did he really get a chance to see them? In Episode IV, the only possible time he could have seen them was when he was occupied dueling with Obi-Wan and they were all running on the the Falcon. I don't think he even had a chance to see them in Episodes V and VI, did he? Perhaps on Bespin, before they gave Chewie pieces of Threepio to work on. But, then again, there are so many protocol droids that he just looked like every other one to him.

Because at the time the first three movies were written(episodes 4-6) Lucas wasnt thinking he would be doing the other three. He added Anakin making 3po as a way to help draw in the fans to characters they would recognize in the prequels... Also, how do you know he didnt recognize them and they were of such little importance compared to taking over the galaxy that he just didnt comment on it.

If you go along with it now in the 4th movie (oldest one) in the beginning he wants to find them along w/ Lea. Maybe to erase all evidence of his Jedi past. Hence killing Obi-wan, trying to kill Luke and Lea.
But Lucas didn't plan on it having 3 prequels so that is a reason too.
