If you have photoshop it's quite easy.

Open up Adobe Photoshop
Open up Image
Double Click on background layer - Click Ok
Using the lasso tool, create a selection around yourself
CTRL + J (puts you on a new layer)
Select Layer 0
Filters -> Blur -> Gaussion Blur (play with intensity)
Click Ok
Flatten Image
Yer Done

Granted, before you flatten the image, you may want to take a soft focus circular eraser to the layer that contains just you to keep from creating a harsh line around you. Carefully erase any background that you may have selected while using the lasso tool.

If you mean that you want to make everything except yourself blurry, Picasa is probably the easiest way to do it.
