Well, it all depends on age. If you're young in your teenage or preteens (around 10-15) I suggest you should use natural colors like light tans, maybe a little maroon. It'll really bring out your eyes without making you look like a makeup freak at a young age. If you're a little older and have brown eyes, the best colors would be light blues, purples, and maybe hints of green. A nice pink would look good if you want to look flattering. But if you want to make you're eyes look intense and lure people into them, stick with the blues and purples.

The color of eyeshadow you should use really depends on your eye color and skin tone.
If you have blue eyes: use a peach, soft pink, a vibrant blue... something to make your eyes pop.
If you have darker eyes: Use a soft green eyeshadow... and if you have darker skin, you should use a golder tone, it will really bring out all of the different tones in your eyes.
