You need to know how that computer is set up to communicate.
If it's set up to be a web server, than you can use a browser and type the ip address (looks like 34.45.56.67) into the browser's address bar and go. The browser (Firefox, Internet Explorer (if you must!) ) will figure it out.
If the computer is set up for something else, you need to use the appropriate protocol (although you may still be able to use the browser). Possibilities are FTP (file transfer protocol), or TELNET, and there are others.

The other computer and you have to have a common protocol - or program - that allows direct connection. I assume you mean so that you can control the other mouse, keyboard, etc.
The two versions of the program are called the client and the server. It requires cooperation from the other person.

The other computer has to have file sharing enabled. Then you can map a drive using their ip by opeing windows explorer then clicking tools and then map network drive and follow the instructions.
If you want to control the other computers mouse and keyboard then download a VNC program like tightVNC.

you can do all of that or use Remote desktop. It is under accessorics/ communications. But the outher computer need to be able to recive it. Right click the my computer and go to properties and under remote make shure the Allow users to connect is checked.
