Well, I know that Express is very good in the fit of their pants and they tend to be of good quality. Make sure they are long enough pants to accomodate heels. Also try New York & Company, Banana Republic, Gap, or Old Navy. Also, every department store carries a wide array of dressy pants.

Black pants are the easiest to find. Of course it may depend on what type of material you are looking for.
Cheap: Walmart,Target, Kohl's, Mervyn's
More expensive: Wet Seal, Forever 21, Robinson's May...Macy's

JCpenny is a good place but i shop at mervynns they have cut pants and their is always great sales on popular brands. I once got south pole and glo jeans there for just 20 bucks each! wich is really good plus if you get a membership u get ten percent off all your puchases even if they are on sale so i would go there
