They are scalpers. And it's illegal to advertise that you "have tickets" so they put on the sign that they "need tickets" even though everyone knows what there doing. They are defineley trying to hustle you! That's how they make there money, and obviously why there doing it. If the event has a high enough demand and is sold out, they can really jack up the price and like idiots, we usually will pay them.

They are scalpers and they buy tickets at the regular price and they then turn around and sell them for alot more so they can make a profit. I would call the place where you are going to buy the tickets first so you do not get stuck paying your hard earn cash to someone who trying to take advantage of you.

I could be wrong...
but I think that theres something about people can't advertise that their selling tickets for the games like that or something so they make signs like that which really just means that they have tickets that they're willing to sell (and sometimes you can save some $$ doin it)

Yeah...it means that they have tickets to sell which is kind of stupid because if it isn't sold out then why don't people who need tickets just go to the ticket window.If I needed tickets I wouldn't go to some guy on the street.

They don't actually need tickets. They are scalpers! They have tickets they're trying to sell, but legally they can't do it within so many feet of the stadium.

Sometimes those people do really need tickets but don't want to get the seats that are still available, they might be looking for better seats.

It's code for "Have tickets to sell." Scalping is illegal, so they pretend like they need tickets, but everyone, including law enforcement, really knows what it means.
