The whole idea is to be a bit patient with the first person that you talk too. If you can't understand the person's accent, just hang up and call again.

Once you have gotten through to the person that answered the call, and you have tested everything but things still don't work. Ask that person to put you through to the NEXT level.

In general, this 1st layer of help might get you though the problem. But when you have an outage in your area, you end up on the phone for a while before this person gets you to the right people to report the outage.

Yes, the first level is probably from India.

Helpful if you can understand what they are saying, which I can't most of the time.
