All new CPUs need both.
Some older CPUs can use only a heatsink without the fan that sits on top.
Very old CPUs (386, and possibly 486) can run without either in a well ventilated case, but who runs these anymore anyway.
The answer is that you need both. A good operating temperature for some of todays fast chips ie AMD Athlon 3200+ with a decent fan is 39 degrees celsius and should never really go above 55 or something is WRONG. If the chip goes above 70 then it will explode and it is quite spectacular!!!

well you shouldnt run without either... but if you had to loose one, the fan. The heatsink will still pull heat away from the cpu for a few minutes at room temperature without signifigant effect on the performance. However without a fan to move fresh air across the heatsink, a couple of minutes is the best you can hope for...
Just for reference sake, if you did remove the heatsink and just ran a fan, you wouldnt be able to pull/push enough air to remove the heat from the chip and you'd probably experience performance problems in the first minute and total failure shortly after that.

You need both. You will end up destroying your processor if you do not use both a heatsink and the fan. Also, make sure you use the paste that goes between your processor and heatsink. Most often your heatsink and fan will come together, and for a low cost. It is much better to spend the money on the heatsink and fan then to have to replace your processor due to overheating.

this is real. as quickly because of the fact the heatsink is long previous, and the pc is on, you're doing severe injury to the pc. Get on yet another pc, and variety Intel amd cpu right into a youtube seek, and you will see the video of the cpu's frying interior seconds.

Most of the CPUs made within the last 5 years will require a heat sink AND fan to operate properly, Although the new Intel Pentium M CPUs can operate with just a heat sink, only the lower speed ones like the 1.4 Ghz.

A CPU without a heatsink = guaranteed death sentence for computer. Now, I have run a computer without a fan when mine went out by using a tabletop fan and having it blow on the motherboard. But I definitley wouldn't attempt to boot up one without a heatsink. ^_^

older ones could run without a fan, but all require a heatsink, fans just help them to keep cooler, the ones nowdays produce so much heat, the require both. Some motherboard will not even boot it there is no fan attached to the correct plug

If a CPU has both installed, it needs both. If you pulled the fan it would quit fairly quickly. If you pulled the heatsink it probably wouldn't even boot up before it overheated.

all cpus need a heatsink, not all need a fan, mine is a heatsink with a fan on top.
