Make eye contact with a woman. Inevitably she will nervously look away. Watch her. If she looks back within 1 minute, then she is interested. Smile and wave when she does look back. If she seems receptive, then walk over. Preface the next part with the words "Pardon if I am being too forward, but..." then pay her a compliment about what caught your eye (NOT breasts or butt). Introduce yourself. Start a conversation in context of where you are or what you are doing. If you can be witty at this point, it is very good as it will break up some of the tension.
