The answer is in the male psyche... there is a saying that men want for a wife someone like their mother in the kitchen and a whore/slut in the bedroom. So as to not get into the Oedipus Complex, I guess the guys present the mother image as a dowdy type and the vamp as a very physically attractive woman.

I don't know that I have seen what you're describing, but I have seen other tendencies. How many truly hot females have gained the character that equally good-looking men have had to gain? Nowhere near as many.
