Well this depends on if someone is on base or not, and how many outs have been recorded in the inning. If no one is on base, the highest number of pitches would be 6.

If someone is on base.. the highest number of pitches would be 11.. here's why..

If a batter is at bat.. works a full count, and a runner is thrown out stealing with two outs.. that batter would come back up to bat in the next inning.. same at bat, but a new count.

technically, a walk does not count as a an "at bat" so the answer is 6, 3 pitches for balls and 2 for strikes with the last pitch either a hit or strike 3.
