No cows don't shed horns. That, actually, is the difference between horns and antlers. Antlers are dropped at the end of the mating season. Horns continue to grow years after year.

Most cattle are dehorned at an early age to make handling easier. Otherwise they would continue to grow horns and not shed them. There are also cattle that are born without horns at all and these are called polled cattle. The Black Angus breed of cattle are an example of a breed that is always polled if they are purebred.
