You take a lot of little images and glue them onto a poster board or whatever. They overlap. Some are upside down. You cover the whole area.

A collage.

Decoupage is usually the transfer of an image to something else using an adhesive & applying shellac.

Mosaic is using tile, cut-up paper, shells or something similar in the shape of an image.

Definately a collage. The minute you described it I already knew- my friend does collages as his form of art. The easy way I think of collage is that COLLages are pictures COLLided together. It probably sounds very silly, but it helps my memory. :)
