since france and the us are in agreement about this via treaties, etc. I was told we can use IRS form 6166 or a certificate of organization from the state.

have anyone ever had to do this?

Yes, you can find more info by following the link below.

What you do is fax (or mail) a request to the IRS. They in turn will issue a form letter (the 6166) confirming that your company is in good standing. It will be based on your most recent tax year (i.e. if you've filed a 2005 return, it will say you are in good standing for 2005, not 2006).

As I recall, it takes a week or two to get the letter back from the IRS.

Couple of ways to do this. Send them a copy of your business lisence. If you have paid taxes via check, send them a copy of the check-front and back- making sure your EIN number is on the check. If sole proprietorship, becareful!
Or- just call IRS! They are really great about walking you thru the correct forms and proceedures. International Laws seem like they change everyday. Best way is to call IRS.
