It's capital was Moscow, as is that of the current Russian Federation. Moscow is west of the Urals, so is considered to be in Europe. Russia has always been considered a European founded nation state that expanded into Asia, so I would say both Russia and the former USSR belong to Europe.

It did not "belong" to one continent unless you mean Eurasia as one continent.
Continents are not political groups therefore one country can be on two continents. The part of USSR to the West of the Ural mountains was in Europe and the part to the east of the Ural mountains was in Asia.
Also see Turkey, most of the country is in Asia but some of it is in Europe. In fact the city of Istanbul (formerly constantinople) is split between the two continents.

It's hard to say because it encompassed three continents, Europe, Asia, and North America. But most of the land is situated in Asia.

In my opinion, this is not a straight-forward question. Eurasia is the one big landmass... and even that sort of includes the Indian sub-continent. There is no definitive border between Europe and Asia. The mountain ranges of Russa are the round-about borders between the continents. And on one side of those mountains (whose name escapes me) you have Russia's largests cities. And on the other side you have about 70% of Russia's landmass.
So who is really to say Russia has to be in only one continent?

It's partly in Europe and partly in Asia, so obviously it must be part of *drumroll* EURASIA! The giant landmass which is both Asia and Europe.
