2 digit palindromes are 11, 22, 33, 44, 55, 66, 77, 88, and 99
The only 2 digit palindrome that is the sum of 2 single digit numbers is 11
9 + 2 = 11
8 + 3 = 11
7 + 4 = 11
5 + 6 = 11
to get to the others would take at more than just 2 single digits.

Let the number be ab in base ten
Let the two single digits be x and y
Then,
10a+b=10b+a=x+y
10a+b=?
9a=9b
a=b
11a=x+y
if a=1 then the number is 11
if a=2 then 22 is not the sum of two digits.
Hence the answer is 11
