Open up a dos box (start->run->type "cmd") and type nslookup 66.249.93.104 should turn the number into a name (in this case google)
Use the name (and variations of it - chop bits off the front, stick www on the front, etc) in your browser by typing http://www.whatever into the address field
ping 66.249.93.104 in the dos box gives you similar information

While connected to the internet, you can contact the user of an ip using a command called netsend. Although in many cases IP "addresses" change but not so much now as before with the proliferation of broadband.
You open a "dos prompt" or "command line" by typing cmd or command in the run box:
Start>Run>"cmd" ok
You will then be presented with a c:\ prompt on a black background.
Type netsend [ip address] and then the text.
When typing, don't use the punctuation above.
eg netsend 194.168.5.400 Hello
If the user is firewalled this will fail.

If I understand you correctly you have the IP address of someone who visited your site and you want to contact them. There is no way to do so that I am aware of. You might be able to narrow down the ISP that the visitor uses, but I think that is as far as you can go.
If you would like to hear from your users, then add a guestbook to your page. That way visitors can add their information. It's voluntary, but that's the only option I can think of.

You don't have to worry about it because they have read your ip mean that they know your ip address. If your system is running by a DHCP server, and you are using a firewall then they will not be able to find you further.

...try using tracert to the ip address... it may give you a name at the end of the route...or you could put their ip address in your browser...
