There are many ways, but I suggest you start off small by getting yourself a free website. I would suggest Angelfire. It would make a good start and you can learn a few things from their guides about html and downloading + that virtual FTP. When you get your skills up a bit you can move on to things like cpanel and real FTP servers.

Use Frontpage or dreamweaver if you can learn to navagiate through their tools then creating a website will be easy
and if you want to get it on the internet you have to register a domain and host the site on a server or just buy some web hosting and host it on there

Since you have a yahoo account, you can go to www.geocities.com and create your own. You can either create your own with HTML, which is easy to learn if you don't know, and you can find premade ones also. Or they have some that you don't need HTML.

if you're willing to spend a few bucks then Incline Site Design: http://www.InclineSiteDesign.com will design it for you for pretty cheap,
But if you want to do it yourself then go to http://www.w3schools.com
and read through the entire HTML section. then put it into practice.
