how do i turn my pop up blocker off completely and not just in the tools callom?

Go to your control panel, add/delete , boom done.

You will need to turn it off in your firewall program....but keep this in mind....if its only certain sites that annoy you because of the pop up blocker...there is an easy way out for you......when you click on a site that might be blocked....just hold down your "Ctrl Key" when you click on the site...that will bypass all blockers.
