I don't think they do expect that. Most people have had a job and still do have a job by college so applying for credit is not a problem.

The right to have credit is not guaranteed. Even the rights that are guaranteed (bear arms, free speech, whateva) require an individual to take appropriate action and assume personal responsibility to participate. The government does not and should not waste resources to ensure that everyone gets handed some credit. Or, weapons. Or, Liberty.
We are not Communist.

This was a puzzle back in my youth. But now days, on your 18th bday you will be approved for a couple of thousand dollars depending on your zipcode. They want you to be in credit card debt. Don't you know that is why there are money managment classes in high school?
