Background agents can be removed one time from the Task Manager a post Windows 2000 computer. On your Windows XP (assuming you have Windows XP) computer, right click on the task bar (the bar where the start menu button appears) and click on Task Manager. In the task manager window click on the Process Tab and locate the agent process and highlight it with a left mouse click. After that click on the End Process button and click OK on the following dialog box.
To remove the process from starting at all, note the name of the process and search for information on that process on www.liutilities.com in the process library section. Once you determine what the process is, open services control panel (Start --> Run --> services.msc --> click OK) and locate the service that starts the process and either set it to manual or disable it. The process won't start the next time you reboot. You can also stop it immediately by click on the stop button.

You can try add remove programs and see if it is there. Otherwise you can use a startup manager such as is bundled with spybot to disable the agent from starting. You can use msconfig from command prompt but it really sort of sucks.

Depends on which program it is
Try spyware remover, be careful some spyware removal programs are fake or junk or wreck your pc. I recommend "Ad-Aware".
Try doing a search for "programs that run during startup" on the internet, you can find some websites that explain many files/programs and if you need it or if you should get rid of it and how to do so.

Try ad-aware http://www.lavasoft.com/ or some antivirus software may be able to remove it as well.
