An unfortunate fact of the " Zero Tolerance" policy that allowed seizure of property obtained by illegal means, is that MUCH of the property winds up MISSING!!
Whether it is the POLICE who are 'spiriting it away', or simply terrible bureaucratic recordkeeping is unclear, but the fact still remains that the missing property does not end up fattening the public coffers through public auction as it should.

I am not kidding you, I had dated military men and a Marine told me that when he was in South America and they busted a major drug den they had to burn the money because much of it was counterfeit or dirty money, squandered by the sickness and greed of cocaine or heroin. There are barrels of money burned every year because there is certain money that is 'untouchable'. Police cannot seize money at the scene of the crime and certainly cannot use it for their own profit, meanwhile. I think a lot of it is destroyed or ammassed into the treasury so that it can recirculate, but a large amount of money can even hurt the economy (like Poland, having had printed a lot of paper money during the rise of communism, only to have the worth of money fall horribly as there was SO much of it, it was like plain paper)

A lot of that money is kept in storage, but not all of it.
