how do you contact a college coach so they know you, and they can recruit you?

You need to go to the different team websites and fill questionaries and/or get the coaches email.. one email with your times, academic scores and why you want to go to the school should be enough

The coach from your swim team should have a connection with schools that have teams. Go to your coach and ask him/her.

Or go to your guidance counselor and see if they have a connection. I don't think that you should go and do this by yourself.

Recruiting should be done by your coach and then you get involved.

My swim coach back in the day was really connected and I got as far as being an alternate on the Junior Olympics in the 80's. Then my dream died when my parent got into a fight with the coach.

find a college that you want to go to, send an email or go to the admissions office. they can give you a list of available scholarships. in that list every requirement is listed with contact numbers and emails to every person involved. just make sure not to ask for all scholarships. if you do that you will be looking through it for weeks. just ask for sports, or swimming scholarships. schools LOVE giving that information out. you will have no problems getting that info.
