its a compressed file, use one of the following programs:
Winrar
Winzip
7Zip
Win XP (Opens up compressed files like normal folders)
Zipgenius
These are to name a few, there are many many more. I personally use winzip as it works on all my PCs.

try tugzip i think its better than winrar or winzip tugzip will unzip rar files as well as zip files go to

7zip is a pretty cool Open Source packer for win32 that can also handle .rar
