Of course popcorn seeds grow something.....where do you think popcorn comes from? The kernels of corn are its seeds...popcorn is a special variety of corn. Some of it may have been processed in a way that would prevent it from sprouting by the time you purchase it, though.

Popcorn is a variety of corn; when planted under the right conditions it should grow into a corn stalk producing an ear or two of corn.
