Would like to prevent my son from downloading anything off the net. Thanks in advance.

RULES. Tell your son that you will be watching. If your son can't learn to follow rules, then he will have to use the computer at the public library.

Unplug the internet connection. Basically it is impossible to do exactly what you are asking.

See, when you open a page online it automatically downloads all the pictures on the page, the text on the page, and anything else on the page directly to your temp files on your computer.

There are ways to set your computer to not allow a user to download specific files. Like .exe

I know that on Windows you can set internet explorer to not allow you to download files by going to the Tools - Internet Options - Security - Custom Level - Disable File Downloading

That sums it up.
