The merger was indeed in 1970, the two leagues did play the super bowl prior to the merger though. Super Bowls 1 through 4 pitted the champions of each league. After the merger Super Bowl V was the first game against conference champions instead of league champions.
Of what would become the NFC the Packers were the first to win the Super Bowl but it was still the NFL then. The first official NFC champion to win the Super Bowl was the Dallas Cowboys in Super Bowl VI in 1972. They beat the Miami Dolphins 24-3.
