How can a title be not lost but unavailable to obtain. That would be like your trying to steal a car and then get a title for it. So my answer is YES. IT IS ILLEGAL!!

most states allow you to merely request a duplicate title, you dont have to state is was lost or stolen or any of that
as long as you have clear title to it, i would think the department that issues them in your state would provide you with ten of them if you wanted them and paid the fee

I'm not sure of the laws of other states,but in Michigan,as long as you have a bill of sale it is legal.It would help if you had an old registration for it.
